James Maxwell


James Maxwell ls a Subject Matter Expert for R4-Inc. and provides instruction and expertise for several government contracts. Mr. Maxwell is tasked to assist in the writing of a grant for an area study, risk assessment and planning assumptions for police, fire and EMS assets in the New England area on how to respond to an IED event. Mr. Maxwell is involved in the preparation of training curriculums for Police academies located in the State of New Jersey that are pending contracts with R4-Inc.

Mr. Maxwell is also the current President for a private investigation firm, SPAD Associates, which specializes in consulting and instruction in the field of explosive identification and bombing procedures and mitigation for public and private entities. The company is currently involved in services and instruction with the US State Department, the Amtrak Police Department and the Department of Homeland Security. Mr. Maxwell is designated by the US State Department as a Subject Matter Expert in the areas of Explosive Incident Countermeasures and Critical Response Team operations. He has also participated in the evaluation of U.S. State Department sponsored schools here in the U.S. and in Indonesia during the past year. 

Mr. Maxwell is a former Special Agent for the Federal Bureau of Investigations and the Naval Investigative Service. He is a Bomb Technician. He is a graduate of the Hazardous Devices School, Huntsville, AL and the British Army School of Ammunition, NATO IED School, Kineton, UK. Mr. Maxwell also served a tour of duty with the Combined Explosive Exploitation Cell, Camp Victory, Iraq.
He received his Bachelor of Science in Criminal Justice from John Jay College in New York.
